Google Tag Manager does what it says in the name: it is a management system that allows more efficient adding and editing of so-called "tags". These tags are actually tracking codes that can then be used by another service such as Google Analytics, Google Ads, Meta (Facebook) Pixel tracking, and even custom HTML or images.
If you are only using Google Analytics to track engagement on your website, then you don't need GTM. That would just be superfluous code.
So while Google Analytics is a tool to record and analyze how users interact with your website, Google Tag Manager is a platform for managing several tracking codes for analytics tools (such as GA), social media, ad campaigns, etc.

Tags can gather information about page views, link clicks, form submissions, downloads, remarketing, etc. The reason GTM is efficient is because you can manage tags for several purposes at once in one place instead of having to manually add tracking code for each service to your website separately. You enter one bit of GTM code to your site and you're set up.
Aside from the obvious advantage of managing all your tracking needs in one place, less code on your site automatically increases performance since third party code is the largest drain on page speeds.
Metro Publisher has a convenient integration with Google Tag Manager. To connect with GTM, simply enter the ID you are issues in the "Container ID" field by logging in as Admin and navigating to Settings > Third Party > Google Tag Manager.
